Rakshasi is an Asura, a people with a similar ancestry to the Dakini. The tribes lived relatively close to each other, but shunned each other. But as children Vimana and Rakshasi used to sneak off together and play. But when Vimana and her sisters were chosen to be priestesses to the Temple of the Goddess they no longer saw each other, since then Asura were no longer welcome at the Temple due to their "corruption". They have re-united as adults, but no longer as friends. Rakshasi is part of a group of Asura that have come to the Black Citadel to petition the Emperor to allow them to again be able to perform their own rituals at the Temple. They demand that if they are not allowed to worship there, they will declare war on the Dakini.
