They will only appear before beings that seek out the Dreamweaver to deliver warning, as wishing upon the Dreamweaver can disrupt stability of the world. Black Rider symbolizes famine. He wields a balancing scales named Horsebalancer, indicating the way food would have been weighed during famine. It is not known whether he is good or evil, as old folk tales only mention him as a warning.

Soulcalibur V
Trying to depict famine using the Dark Knight Set. In fiction, he uses scales. I picked Aeon's moveset because it is the only one that is dual wielding and has identical weapons.
